The East Michigan Council of Governments is the regional planning agency for 14 counties in east central Michigan and the Saginaw Chippewa Indian Tribe.
Regional planning work does not fit inside a single county line. Freight moves across the whole region; a watershed does not stop at a township boundary; federal economic development money is awarded against a regional strategy, not fourteen separate ones. EMCOG exists to hold that shared work, so member governments get planning capacity they would otherwise each have to staff alone.
