The East Michigan Council of Governments Regional Traffic Safety Plan is a framework for addressing the region's key safety needs and reducing fatalities and serious injuries on all applicable roads. The plan encompasses all counties served by the East Michigan Council of Governments and includes Arenac, Bay, Clare, Gladwin, Gratiot, Huron, Iosco, Isabella, Midland, Ogemaw, Roscommon, Saginaw, Sanilac, and Tuscola Counties. The framework is developed in conjunction with the State of Michigan Strategic Highway Safety Plan and is based on guidance provided in the Federal Highway Administration document "Developing Safety Plans: A Manual for Local Rural Road Owners". The development of the safety plan was a data-driven and coordinated multi-disciplinary effort involving multiple local, regional, and state agencies. Development of this Plan was an MDOT initiative.
